Dr. Costantine Malama
Dr. Torres has over 26 years of monitoring and evaluation work and living experience in Africa and the Dominican Republic.
In Africa he has been USAID M&E contract Chief of Party in Tanzania and Nigeria. He has been Senior M&E Adviser to USAID Missions in South Sudan, Kenya and East Africa/USAID. Dr. Torres has been Keno Institute lead M&E trainer. Further, he has done numerous country program evaluations in Kenya, Cameroon, Mauritania and Togo.
In the Dominican Republic, where he resides, he has trained USAID public health Latin America staff, lead the USA Peace Corps DR Country Program evaluation and drafted the first nationwide youth survey for the DR Ministry of Youth/Planning Division in 2013.
Gender has been a central topic in all evaluations he has led for USAID funded projects given that Gender is a cross-cutting topic of development across the Agency.
Dr. Torres is verse in both qualitative and quantitative methodologies, understands first hand field work in Africa and the Caribbean and knows the cultures and challenges of women in the workforce and society in general in the two countries.
